 Up to July 2016, with Red Star 220 KV pooling station, Thirteenth Division Santanghu, Naomaohu and Yamansu photovoltaic power stations’ coming into production, installation scale of Datang Xinjiang Clean Energy Company has reached 1,226,000 KW. From boundless grassland to vast gobi, from verdant forest to pure white snow mountain, in the past six years, Xinjiang Clean Energy Company has always taken green development and ecological development as its own responsibility, has made progress bravely and enthusiastically led by the Datang spirit of “being practical, dedicated, innovative and progressive” and rooted in gobi, and has drawn a grand blueprint of new energy industry in gobi on the frontier of the motherland.

Green development thought decides the outlet

As for Xinjiang, which is located deeply in hinterland of north-west border area of the motherland, the 1,660,000 square-kilometer land equips it with an exceptional advantage of clean energy resource: total area of the nine big wind areas available for development and utilization reaches 150,000 square kilometers, and the available installed capacity reaches 80 million KW; the average annual amount of daily sunlight ranks the second nationwide. Xinjiang has become a significant base for large-scale promotion of green energy application due to its exceptional geographical advantage.
Thought decides outlet. At the end of 2011, installed capacity of Xinjiang clean energy was only 2,550,000 KW. By virtue of considering the situation, having foresight in decision-making, and with the objective of providing green and high-efficiency clean energy as well as creating a green energy base, Datang Xinjiang Power Generation Company has established a wind power project preparation office as early as in 2010 to mainly focus on development of new energy project.
From this moment, a large batch of Datang “clean energy people” began to step on the motherland frontier to start their journey of realizing dream of clean power.。
From this moment, hardworking battles fighting for creating green energy bases began.
The company made development and establishment simultaneously, and has obtained examination and approval of Toksun wind power plant, Santanghu wind power plant, Chaiwopu wind power plant, Southeast wind power plant, Shichengzi Phase I and Bohu Phase I photovoltaic power station project in the preparation stage, and has started the construction. In May 2013, Datang Xinjiang Clean Energy Company was duly established.

Since the 18th People’s Congress, the state has successively introduced various preferential policies to promote development of clean energy, and Xinjiang wind power market was of shocking development speed. Up to May 31, 2016, the wind-power-integration capacity has reached 16,910,000. Facing the situation that various big enterprises in Xinjiang violently competed for wind resource points, Datang people dared not to be sluggish, and they have “grabbed” nearly 20 wind resource points through diligent exploration, grabbing projects, running for approval documents and competing for examination.
The growth spurt of new energy installed capacity also brought the power absorption into a dilemma. Faced with the new normal situation of attack of both worsening of power limitation and lower price from electric transformation, Datang people actively “went out” without hesitation or reliance, it closely grasped the opportunity of electric transformation No. 9 document of the state, responded to the autonomous regional government’s policy requirement of electrification of Xinjiang, performed the responsibility of “green power, serving blue sky” as a central enterprise, actively expanded wind power absorption channel, and conducted relevant research work concerning clean heating in Habahe County, Tacheng Prefecture and Bayi Iron & Steel area. So far, it has stepped onto a way of investigation and survey of new field and new technology. At present, it has completed project approval work of Bayi Iron & Steel area clean heating demonstration project.

Creating fine engineering with scientific control

Xinjiang is deeply located inland, and is far away for the sea. The gobi desert, sand storm, snowstorm and high-temperature weather take turns to test everyone here, and the place where the Ruoqiang project is located in the south edge of Taklimakan Desert is of more frequent sand and dust weather. The engineering was of south-north distribution of Mount Tianshan with the management span exceeding 2,000 kilo meters, therefore, the construction and transportation were of multiplied difficulties. Raced with time and accompanied by gobi, Datang people have walked out a establishment road of fine engineering of their own.
In 2011, the Toksun wind power plant belonging to Xinjiang Clean Energy Company created benchmarking cost of the group corporation. In 2013, Xinjiang Clean Energy Company realized “seven coming into production and three under construction” of the 10 projects. In accordance with the target location of creating fine engineering and the requirement of “early launching, early construction, early production-putting and early efficiency”, during the project construction process, the company carefully implemented various decisions and deployments of the Group Corporation and Xinjiang Power Generation Company, laid a safe infrastructural basis, make serious and good optimization design, perfected the quality management system, made multi-party coordination in order to ensure the node progress, and all the infrastructural projects have realized the target of timely coming into operation and zero safety accident.
Through design innovation, and application of multiple new technologies and new equipment, not only the power generating capacity was improved, but also competitive value of cost control level, qualified rate of design value, investment deviation ratio and other major indicators have been realized. Qualified rate of sub-engineering of various projects reached 100%, and excellent rate of unit engineering reached 95%.
In addition, the company seriously conducted optimization design of the whole process, and improved available number of hours of equivalent efficiency of the project. Through several times of optimization of selection of wind fans, number of annual utilization hours of Naomaohu, Ruoqiang, Santanghu and Habahe projects increased 142 hours, 20 hours, 8 hours and 3 hours respectively; four projects were put into production in advance, which decreased the construction loan interest and construction management expense, and strengthened the profitability of the projects.

Every KWH counts, making decisive battle at first-line marketing

Faced with the new trend of oversupply in current power market, and serious abandonment of wind and sunlight, Xinjiang Clean Energy Company established the “a game of chess” thought of power plan, established the big whole-staff marketing concept, and made innovation in marketing mode and solved development difficulties by means of power substitution and transfer, market power adjustment and others.

The company fully exerted the marketing spirit of “5 plus 2, white plus black”. The competent leaders made supervision in person, grasped work initiative, ensured obtaining of power share and transaction information in first time, and made timely research and judgment so as to create conditions for delivery of power plan.

In accordance with the marketing thought of “one policy for one plant, one policy for one place, and one policy for one period”, through strengthening analysis of economic activity and marketing as well as subject analysis of power generating capacity, clarifying responsibility, strengthening management of “pressing red line” operation and power generating capacity of wind power plant and photovoltaic power station, the company has elevated its regional rank among the plants and stations effectively. At present, its accumulative number of utilization hours of plants and stations reaching 92% is higher than the average value.

Top-bottom linkage, whole-staff marketing: The company took principals of various plants and stations as the first marketing principals, and made coordinative planning of first-level marketing work of team leaders. It has established an organizational system of competing for power generating capacity, a security system and responsibility system from the company leaders to the basic front line, thus ensuring that “everyone undertakes responsibility as well as indicator”.Through “marketing wechat group”, our company issues real-time load condition of the plants and stations, and has realized a good interactive situation of top-bottom linkage, coordination and division of responsibilities and mutual assistance between the company headquarters and various plants and stations. The various plants and stations shall conduct unit benchmarking within the same area, the same time and the same capacity, specialize the “weekly benchmarking” to “daily benchmarking”, strengthen data research and analysis, and try to find out the gap and the reason. As for the plants and stations failing to rank in the top two in the monthly ranking, and whose unitization hours is lower than the average regional value, the mechanism of “conversation” and “explanation” will be executed toward them, so as to truly achieve “real-time monitoring, online adjustment, daily analysis, weekly comment, and monthly closed loop”, and ensure realization of the target of “fighting for the first place while maintaining in the second place at least” of various plants and stations.

Fine management capacity promotes creation of value

This company takes management improvement as a major measure for efficiency improvement, deeply digs the potentials, is strict and tight, blocks up the loophole, cuts the cost, increases efficiency, and spares no effort to improve management level of various work.
It carries out equipment management activity continuously, and obtains efficiency from equipment management. As for the wind power plant in southeast of Kumul, since its coming into production, the wind fans were of quite unsteady operation, there were fewer on-site technicians, many defects with the wind fans as well as many problems left in the debugging process of the wind fans, therefore, in order to reduce loss power of the equipment to the largest degree, the company formulated equipment management plan and established a problem-solving team of equipment management to conduct special act, and they have successfully solved a serial of difficult problems including that the main bearing and the gear case are easy to be of high temperature, and the wind fan shaft is of big vibration, etc. Availability of the wind fans is increased to above 95% at present from 80% in 2015, and the wind fans come into steady operation gradually.
Making use of network technology and diagnostic technology, the company made scientific organization of overhauling, shortened the overhauling time, and has effectively reduced the occurrence rate of defects. It conducted timely elimination of equipment defect and cleaning and pre-run of equipment making use of grid side overhauling and stop and preparation timing of the units. It constantly strengthened management of defect-elimination of units coming into production newly, established a “problem database” of wind fans, and conducted targeted elimination of equipment defects. In the first half of 2016, the defect-elimination rate maintained at above 98%.

Obtaining efficiency from policy: the company made timely follow-up and research of changes in state policy of power price, got close to policy trend of the autonomous region, actively struggled for policy subsidy of clean energy, and ensured that the power price and power price subsidy were implemented in place. Through handling filing of income tax preferential policy of the projects coming into production, Toksun Phase I, II and III, Dabancheng Phase I, Shichengzi Phase I and Bohu Phase I projects belonging to the company have all enjoyed the 15% tax rate policy according to income tax reduction of the west development. Through handling filing of exemption and reduction of property tax of buildings for crew changes of Toksun County, RMB 90,000 property tax has been successfully exempted and reduced.

Establishing a team to fully promote the quality and improve the efficiency 

Xinjiang Clean Energy Company always put team construction in the first place, focuses on “whole-staff training plan”, strengthens cultivation, selection and assessment of talents, establishes a compound talent team in multiple measures, and struggles to fully promote the quality and improve the efficiency.
It laid emphasis on training and physical strength and technical skills, and the staff’s quality increased continuously. With skill improvement as the emphasis, the company actively conducted on-site training of overhauling, and conducted teaching, learning and application simultaneously. With “management improvement forum” and “everyone talks” activities as the carrier, it conducted professional knowledge training in combination with practical work, and invited professional experts within the company and the industry to give lectures on the platform. At the same time, it also organized staff of the system to actively participate in various skills competitions and team-leader training held by Xinjiang Power Generation Company. In the first half of 2016, it has organized and implemented 16 various subject trainings, participated in 13 sessions of various system lectures of the Group Corporation and Xinjiang Power Generation Company, organized 8 management improvement forums, and had 18 staff who have obtained assistant-level professional skill certification.
Establishing mechanism, emphasizing planning, and creating main technical force: the company constantly explored new mechanism and new method for perfecting cultivation, selection and assessment of talents, conducted post training and talent assessment work, and played the role of showing the correct direction. Through strengthening cadre training, it has accomplished off-job training of middle management cadres; it struggled to cultivate compound management talents, and has strengthened construction of backup cadre team and training of young talents born in the 80s. In recent years, the 160 college students accepted by the company were all distributed to the frontier production line for practice and cultivation, and through open recruitment, 14 young cadres born in the 80s have been promoted to the middle-cadre positions, and 82 persons have grown into technical backbones.
Emphasizing performance, increasing vitality, and accomplishing the target of “struggling for the first place while maintaining in the second place at least”: through quantizing and decomposing responsibilities, the company perfected performance assessment management system, and decomposed and implemented the responsibilities to each staff. It granted each department, wind power plant and photovoltaic power station an authority of performance salary assessment at 20%, which has fully solved the outstanding conflict and problem of “having the same result for good or bad performance, and having the same result for accomplishing the work or not”. An award of 5% for competition of power generating capacity was established in southeast of Kumul, and gold men on duty, excellent shift foremen and excellent management staff were assessed and awarded monthly in Habahe wind power plant.
