Jiangsu offshore wind power construction is in the leading place nationwide, and power enterprises come to be stationed here competitively
Since this year, under uniform deployment of Jiangsu Provincial Committee of the Communist Party of China and the People’s Government of Jiangsu Province, starting from planning and guiding, policy support, optimizing service and innovating development route and other aspects, various places of Jiangsu powerfully promoted progress and scale of wind power development, and have achieved significant result. Recently, Jiangsu Province has issued List of Major Projects of Jiangsu Province in 2016, in which 11 energy infrastructure projects were mentioned, including wind power project was impressively listed.
According to the journalists, they learned that 10 wind power projects “under construction upon approval” were expected in Jiangsu Province this year, the installed capacity would reach 1,952,000 KW, 2 projects were approved to be constructed, and in addition, preliminary preparation of another 4 projects was orderly conducted. With continuing launching of wind power projects this year, while welcoming a new stage of quick development, the wind power industry in Jiangsu Province has also attracted many wind enterprises including Sinovel to start offices in Jiangsu wind power market.
Offshore wind power development has ranked in the forefront
Jiangsu is equipped with natural advantages in developing wind power. It is estimated that, quantity of land wind energy resources available for development in Jiangsu Province is about 2,380,000 KW. Quantity of shallow-sea and offshore wind power plants available for development in Jiangsu Province is greater. From Rudong County of Nantong City to Lianyungang throughout the journey northward, the unimpressive coastal tidal flat reserves wind energy resources exceeding millions of KW.
It is just due to advantage of wind energy resources that Jiangsu is of increasing enthusiasm in developing wind power. Since grid-connection of the first set of wind fan in 2006, wind power development in Jiangsu has entered the motorway.
Data shows that, up to the end of year 2015, total installed capacity of renewable energy power generation in Jiangsu has reached 9,490,000 KW, an increase of 2,910,000 KW compared with that of last year, accounting for about 10% of total installed capacity of the whole province. Including, installed capacity of wind power reached 4,120,000 KW, an increase of 1,100,000 KW compared with that of last year, and average annual increase from 2006 to 2015 is 86.6%. It is noteworthy that, offshore wind power installation scale in Jiangsu Province has reached 470,000 KW, ranking the first nationwide.
In fact, Jiangsu offshore wind power development has become an integral part in promoting offshore wind power industrial construction in our country.
In the 44 projects in the previous National Offshore Wind Power Construction Scheme (2014-2016) (hereinafter referred to as the Scheme) issued by National Energy Administration, 18 belonged to Jiangsu, and the total installed capacity reached 3,489,700 KW, accounting for one third nationwide. Take Rudong County for instance, since establishment of the first wind power concession project in our country in 2004, it has successively established the first world wind power plant in intertidal zone, and the biggest national offshore wind power plant, and it has become a wind power generation base and wind power equipment manufacturing base with leading technology off the Jiangsu coast.
Rudong is not a single case. The importance of promoting Yancheng offshore wind power industry has been demonstrated in the Scheme already.
The Scheme showed that, development scale of Yancheng offshore wind power reached 1,812,500 KW, accounting for 52% of development capacity of Jiangsu Province, and ranking first in national prefecture-level cities.
In the National Major Marine Functional Zoning Plan (hereinafter referred to as the Plan) issued by the State Council in 2015, it was mentioned that the northern Jiangsu sea area including Lianyungang City in Jiangsu Province and adjacent sea area of Yancheng City would make coordinative planning of offshore wind power, and it was further specified that Jiangsu Province which was equipped with good wind power industrial basis would become the main battle area for layout of various domestic wind power enterprises in the future.
Relevant staff of State Grid Yancheng Power Supply Company expressed that, in recent years, Yancheng made full use of the provincial wind power resource advantage, solidly promoted comprehensive use of new energy, actively explored comprehensive use method of wind power, and realized 100% absorption of clean energy.
Energy enterprises come to be stationed competitively
By virtue of the policy “East Wind”, the domestic energy giants have successively been stationed off the northern Jiangsu coast. It is known that, at present, Jiangsu Province has planned five large offshore wind power plants off the northern Jiangsu coast, whose constructions are to be undertaken by CGNPC, CLP, Longyuan Power, Datang Corporation and Luneng Group respectively.
It is introduced by experts of Energy Association of Jiangsu Province that, the five offshore wind power plants all abided by the “double-ten” principle, namely, they conformed to the sea area layout that the wind fan shall be no less than 10 kilometers away from the bank, and water depth of the sea shall be no less than 10 meters when width of the tidal flat exceeds 10 kilometers. At the same time of avoiding land conflict, they made full use of the coastal wind energy.
A complete industrial chain system covering technical research and development, complete-machine manufacturing, development and construction, standards and supervision certification is brought about by energy enterprises. From Nantong to Lianyungang, wind power industrial zone is blooming everywhere, including Goldwind Science & Technology establishing factory in Dafeng and Shanghai Electric establishing factory in Dongtai, both of which have had positive influence on maturation of Jiangsu offshore wind power industrial chain.
Including, as a leader engaged in domestic offshore wind power industry, the Sinovel has conducted its deep plowing and careful cultivation in Jiangsu sea area for quite a long time already.
As early in July 2008, Sinovel invested to establish Yancheng Industrial Base in Yandu District, Yancheng City. At present, Sinovel has completed its industrial layout of “one park, two zones, one center, and one institute” in Jiangsu, namely, Jiangsu Sinovel Industrial Park, Sinovel Yancheng Wind Power Industrial Zone, Sinovel Sheyang Lingang Wind Power Shipping Industrial Zone, State Energy Offshore Wind Power Technical Equipment Research & Development Center, and Jiangsu Province (Sinovel) Offshore Wind Power Institute. Relevant principal of Sinovel expressed that, based on Jiangsu and through radiating to the East China, and under the objective of making Yancheng the “first city” of offshore wind power, Sinovel would fully exert its own technical advantage, product advantage and service advantage in order to fully promote development of new energy industry in Yancheng City.
Among the offshore wind power projects having been completed in Jiangsu Province, the State Grid Longyuan Rudong 150 MW offshore wind power demonstration engineering has adopted 19 sets of 3 MW wind fans independently researched and developed by Sinovel. By virtue of high steadiness and high availability of wind fans, Sinovel has won broad praise from the proprietors and helped the project win the “Year 2014-2015 National High-quality Investment Project”. As is known by the journalists, as early on October 8, 2011, the large 6 MW offshore wind fan researched and manufactured by Sinovel with independent intellectual property right has won the bidding of Shanghai Lingang offshore wind power phase I demonstration project at the end of 2011, and has accomplished installation of the first set in Jiangsu Province Sheyang County Lingang Industrial Zone. At present, 6 MW wind fan is the one with the largest unit capacity in Asia, and is another result of breakthrough in large-scaling of Chinese wind fans after 5 MW wind fans came into commercial operation.
It is more noteworthy that, not long before, the first national wind power industrial alliance organization was established in Rudong. The alliance has attracted participation of various enterprises including Jiangsu Longyuan and East China Investigation and Design Institute of wind power generation design, wind power equipment manufacturing, research and development of wind power technology and wind power investigation and design.
Relying on the industrial alliance, Rudong County will struggle to complete establishing a leading domestic wind power equipment manufacturing base in a short time, and ensure that by the end of the “thirteenth-five year”, installed capacity of wind power integration within the whole county will have reached 2,500,000 KW, and annual taxable sales of wind power and other energy equipment industry will have exceeded RMB 20 billion.
Wind power generation realizes full absorption
Corresponding to the quick development of wind power installed capacity is excellent self-absorption capacity of Jiangsu Grid.
Relevant principal of Jiangsu Province Power Company expressed that, energy consumption of Jiangsu Province is about 0.3 billion tons of standard coal, the total power consumption is about 80,000,000 KWH, and absorptive wind power of Jiangsu Grid is 20% of total quantity, therefore, seeing from current wind power installed capacity, Jiangsu wind power is of great development potential in the future.
Such opinion coincides with that of Qin Shiyao, deputy director of Electric Power Research Institute New Energy Institute. In his opinion, compared with the three-north areas which are of high rate of wind abandoning, although Jiangsu is weak in wind resources, absorption problem is not a principal contradiction in Jiangsu Province in view of that since the Yangtze River Delta is the power load center and is of relative large power consumption quantity, there is no big difficulties in short-distance power transmission and power deployment.
This is true. As is known by journalists from Jiangsu Province Power Company, up to the end of 2015, power generation quantity of renewable energy in Jiangsu Province has reached 70.6 billion KWH, and at present, the completed wind power projects within the province are all in steady status, and haven’t had the phenomenon of wind abandoning and power limitation due to the grid. Full absorption of wind power has been realized, including 28 billion KWH wind power has been absorbed in accumulation.
In order to better solve the problem of absorption of new energy. On one hand, in order to support renewable energy power generation enterprise, Jiangsu Province constantly simplified the grid-connection formalities and shortened the handling period; on the other hand, according to the plan, during the period of the “thirteenth-five year”, Jiangsu Grid will have established extra-high-voltage AC looped network in south Jiangsu and north Jiangsu and extra-high-voltage DC projects such as Xilingol League – Taizhou, Northern Shanxi – Nanjing and so on, and constructed a strong and intelligent energy resource optimization and configuration platform.
Relevant principal of Sinovel expressed that, domestic energy giants actively come to greatly develop offshore wind power projects in Jiangsu, which would not only be a positive promotion to offshore wind power of our country, but also bring a valuable development opportunity for various manufacturers of wind fans including Sinovel. During the process of many years’ participation in offshore wind power demonstration projects, Sinovel has formed a core offshore wind power research & development and operation & maintenance team, and on the basis of improving quality and reliability of unit equipment, it has formed a set of perfect operation and maintenance team in optimization of operating management mode, analysis and summary of operating data, timeliness of supply of spare parts, improvement of professional skill level of operation and maintenance staff and other aspects. Sinovel will fully promote big development of Jiangsu Province offshore wind power industry through integrating its own advantages in brand, technology, product, operation and maintenance and service.
It is estimated by industry experts that, by 2020, installation scale of Jiangsu Province clean energy will have been increased to 23,800,000 KW, accounting for 20% of provincial installation; undertaking capacity of power from external regions will have reached 55,000,000 KW, which is a substitution for 96,000,000 tons of standard coal, and a reduction of emission of 240 million tons of carbon dioxide and 110,000 tons of sulfur dioxide, which will greatly promote energy-structural transformation and effective treatment of air pollution of Jiangsu Province.
